Where do you acquire an accent?

Just where do you acquire (read: ahh-kwahr) that kind of accent?

I've been completely buzzed by that. I adore people who speak differently (read in theirs: 'dif-rant-ley'). Is it something learned or, by chances, already born with? But if so is the case, then why do most of the people don't speak that way? Did somebody actually, like, have an error of speaking. Would that be, or simply not.
